Investigating, the Doctor discovers that a colony of Sea Devils, maritime cousins of the Silurians, have been woken and are on the attack, and have allied themselves with the Master who wants to revive the colony. The Doctor allies himself with the local Royal Navy base and attempts to arrange peace between the humans and the Sea Devils, but then a civil servant intervenes...
